A period of prolonged rain and gusty winds will start this weekend.



The National Weather Service Portland forecast is:

• Rain showers and cooler temperature starting this Saturday
• Sunday night through Tuesday will see moderate to heavy widespread rain and gusty winds 
• Roads could be slick along with minor ponding of water
• Heaviest rain is expected Sunday night through Monday, with a very low chance of thunderstorms

We will be monitoring this weather event and will update the public if there are any significant changes.

The updated COVID-19 vaccine may soon be available in Clatsop County. We encourage you to reach out to your health care provider or local pharmacy to get the vaccine. 

During the pandemic many people received their vaccine from Clatsop County Department Public Health, however, the way COVID-19 vaccines are being distributed has changed.

Clatsop County Department of Public Health will receive limited quantities of the vaccines and we are required to provide them to specific populations identified by the Oregon Health Authority.

Three things for you to know:

1. Insurance plans will cover the 2023–2024 COVID-19 vaccine when it becomes available. 
2. Individuals can search for a COVID vaccination clinic by ZIP code by visiting vaccinefinder.org, or by calling 211 or visiting 211info.org.
3. Oregon Health Authority offers a free telehealth option for individuals who test positive for COVID. You can request a virtual visit with a clinician to see if antiviral medication is right for you or your child (as young as 12 years old).

Place your Order for Free COVID-19 Tests

Beginning Monday, September 25, every U.S. household can again place an order to receive four more free COVID-19 rapid tests delivered directly to your home. 

COVID-19 tests are available to uninsured individuals and underserved communities through existing outreach programs. Please contact a HRSA health center, Test to Treat site, or ICATT location near you to learn how to access government low-or no-cost COVID-19 tests.

Before You Throw Out "Expired" Tests: Check to see if your COVID-19 tests' expiration dates have been extended.

Flu Vaccine

Clatsop County Public Health Department encourages everyone aged six month and older to also get their annual Influenza— or flu— vaccine.

RSV Vaccine for Older People and Babies

RSV is a common, contagious virus that usually causes mild cold-like symptoms. Most people recover in a week or two, but RSV can be serious. Infants and older adults are more likely to develop severe RSV and need hospitalization.



The Affordable Care Act requires insurers to cover most recommended vaccines without cost sharing, such as co-pays or deductibles. Please confirm those details with your health care or insurance provider.

It is bittersweet, but our The Raining Cats and Dogs Pet Adoption Campaign is coming to a close Friday, September 29.

Since the campaign began, more than 80 animals have been adopted by residents. This far exceeds the original campaign goal of 15 pet adoptions so room could be made for new animals coming into the Clatsop County Animal Shelter.

The shelter and Clatsop Animal Assistance created the campaign to raise community awareness about the urgent need for pet adoptions and to help these cats and dogs find furever homes. 

A Bark-o-meter was developed to keep our community informed about the pressures the shelter was weathering. The good news is that it has finally dropped to Just Right, forecasting sunny days ahead for the shelter.

A round of appaws to all the wonderful humans who opened their hearts and homes to our shelter animals.

Plenty of animals are still looking for their furever homes. Adoption fees for dogs and cats include spay/neuter fees, vaccinations and other costs. For more information on how to adopt a shelter animal, visit ClatsopCounty.gov.

Clatsop County residents will receive two emergency alert tests in the next few weeks.

ClatsopALERTS!

Clatsop County Emergency Management Department will conduct a test of its ClatsopALERTS! alert system on Tuesday, Sept. 26. Alerts will be sent to cell phones and landlines.

“We encourage the public to visit ClatsopALERTS! before the test to register or make sure their contact information is correct,” said Clatsop County Emergency Management Director Justin Gibbs.

“These tests are important because when there is a true emergency, we need to know our systems are working and the registered contacts are valid. Individual lives could depend upon them receiving an alert in time,” he said.

The message will include a reminder of the free Get Ready Fair scheduled for 11 a.m. - 2 p.m. Saturday, September 30, at Warrior Hall at Camp Rilea in Warrenton.

Nationwide Emergency Alert Test for Cell Phones and Broadcast

FEMA, in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test with messages going to cell phones and radios and televisions. These tests are scheduled to begin at approximately 11:20 a.m. Pacific Time/2:20 p.m. Eastern Time on Wednesday, Oct. 4.

Seismic Grant Program Accepting Applications

The Seismic Rehabilitation Grant Program is a state of Oregon competitive grant program that provides funding for the seismic rehabilitation of critical public buildings, particularly public schools and emergency services facilities. 



The program is accepting applications now until 5 p.m. Friday, January 5, 2024.

Week 3: Protect Family and Property

The third week of Clatsop County’s “6-Weeks Ready” campaign for personal emergency preparedness is here and the theme is: “Protect Family and Property.”

“The Oregon HazVu geohazards viewer is a wonderful resource hosted by the Oregon Department of Geology and Mineral Industries (DOGAMI). It’s a simple online tool that lets you put in an address to see if your home, school, work or surrounding area is in a tsunami evacuation zone, wildfire area, at risk for a landslide or other hazard areas,” said Justin Gibbs, Clatsop County emergency management director. 

Clatsop County’s 6-Weeks Ready campaign provides residents and businesses with an opportunity to increase preparedness efforts. The 6 Weeks Ready campaign ends with the Great Shakeout, and the County encourages everyone to register online to participate.

Get Ready Clatsop County Free Preparedness Event

Clatsop County Emergency Management is partnering with NW Natural and more local organizations for a free Get Ready Fair scheduled for 11 a.m. - 2 p.m. Saturday, September 30, at Warrior Hall at Camp Rilea in Warrenton.

The event will help you and your family prepare for a natural disaster. There are children’s activities, you can talk with local experts to learn about preparedness, attend 20-minutes presentations, view outdoor displays, learn about volunteer opportunities, and enter to win door prizes.

Free survival tools are available (while supplies last) for all kinds of emergencies and the first 300 attendees will receive a free lunch.

The Oregon Coast Tsunami Quest Book Helps You Prepare

Questers gain situational awareness that they can apply to any coastal location along the Oregon Coast.

Create a habit: When you get to a coastal community, take some time to orient yourself to the landscape, locate evacuation routes and high ground… and then go have fun at the beach!

There are now 4 quests in Clatsop County. Two at Ft Stevens, one in Seaside, and one in Astoria. 

The books are available for sale at the Seaside Museum and Historical Society, Beach Books in Seaside and The Columbia River Maritime Museum in Astoria.

Westport Park Caretaker Position Open

Clatsop County Parks Department is seeking a park caretaker to help operate and maintain the award-winning Westport County Park.

The caretaker position is for a 3.5-month contract period beginning Sunday, Oct. 1 and ending Monday, Jan. 15, 2024.

The caretaker will live on site in the caretaker’s own fully operable self-contained recreational vehicle (RV) or travel trailer or motorhome type for the duration of the contract. A maximum of two pets maximum are allowed with restrictions. The County will provide full hook ups including electric, water, and sewer as well as garbage.

Candidates Sought for Fair and Expo Board

The Clatsop County Board of Commissions is seeking applications from individuals interested in serving on the Clatsop County Fair Board. 

The deadline to submit completed applications is 5 p.m. Tuesday, October 31.

The Clatsop County Fair Board operates and otherwise manages the Fairgrounds with the assistance of staff. This includes recruiting for bookings, scheduling, establishing rental fees, general promotion, food service, concessions, maintenance and all other related operational activities.

On behalf of the Clatsop County Board of Commissioners, a total of $30,000 is being made available to be distributed to local not-for-profit social human services organizations that address Clatsop County community needs.

The Clatsop County Human Services Advisory Council will review grant applications and make recommendations to the Board based on the Board’s annual strategic planning goals.

Online applications must be submitted by 5 p.m. Tuesday, Oct. 31. To be eligible for consideration, the county online application must be completed. Grants will be awarded in Spring 2024.

The 988 Suicide & Crisis Lifeline’s has added nationwide American Sign Language (ASL) services for people who are deaf and hard of hearing, as part of ongoing efforts to expand accessibility to behavioral health care for underserved communities. 

Since its launch in July 2022, the 988 Lifeline has received more than 5.5 million calls, texts, and chats. It will now be available to the millions of Americans who use ASL.

Crews will be crack sealing at the Klaskanine River Bridge (Youngs River Road milepost 10.55). There will be one lane closure with minimal delays. Flaggers will be present.

Crews will perform:

• Brush chopping in the Knappa area, Vesper Road and Lewis & Clark Road between M.P. 8 & 11
• Ditch maintenance on Knappa Dock Road and Ziak Gnat Creek Road
• Road repairs and drainage maintenance on Lewis and Clark Road
• Grading at Saddle Mountain Road and Lower Nehalem River Road
• Tree removal on Cow Creek Road

• An appointment is recommended before coming in to request and process a passport. It typically takes 10-13 weeks to receive a passport. Expedited service can take 7-9 weeks

• Please go to our webpage and schedule an appointment for passports, park passes, marriage licenses, dog licenses, and recordings with us. If you do not have an appointment, you may be asked to wait if we are with someone that has scheduled an appointment
